PROBLEM TO BE SOLVED: To enable connecting to a connecting destination terminal from a user terminal using of the user terminal, and also using the application on the user terminal, even if connection setting information for a user terminal to communicate with the connecting destination terminal, and setting information of the user terminal or setting information of an application on the user terminal are not set up in an IC card. SOLUTION: A user terminal 101 which reads information stored in an IC card 102 and a main server 104 which communicates with the user terminal 101 are set up. The user terminal 101 determines whether setting information exists in reading information read from the IC card 102, and transmits setting information provision request information to the main server 104 when it determines that the setting information does not exist. When receiving the setting information provision request information, the main server 104 transmits the setting information to the user terminal 101 based on the setting information provision request information.
