摘要 PROBLEM TO BE SOLVED: To provide a structure by using inexpensive materials through a simple process, in which a light receiving/emitting element, optical waveguide and optical fiber can easily and optically be connected to each other highly position-precisely; to provide an inexpensive optical substrate excellent in connection characteristics by using the structure; and also to provide its manufacturing method. SOLUTION: The optical substrate includes: an insulating resin layer with an electric wiring patterned on the first face; a light receiving/emitting element which is installed on the first face of the insulating resin layer and which has a light receiving/emitting face arranged toward a side opposing the first face; an optical waveguide which is arranged opposite to the light receiving/emitting face in a manner that an optical input/output face for inputting/outputting an optical signal to the light receiving/emitting optical element comes into contact with the light receiving/emitting face thereof at least in part; and an optical fiber optically connected to the optical waveguide. In the arrangement part of the optical wiring composed of the optical waveguide and the optical fiber, the insulating resin layer is removed, with the optical waveguide and the optical fiber disposed in the arrangement part.
