PROBLEM TO BE SOLVED: To provide a charging device capable of easily removing matter sticking to a charging member. SOLUTION: The charging device includes: the charging member of cylindrical shape, which is used for charging the surface of an image holder and has a conductive core material and a charging layer formed on the periphery of the conductive core material; a charging-member cleaning member of cylindrical shape, which is used for cleaning the surface of the charging member while rotating in contact with the charging member in a following manner, and has a core material and an elastic layer formed on the periphery of the core material; and a moving means for moving at least the charging member or charging-member cleaning member in its axial direction by a predetermined width.
