PROBLEM TO BE SOLVED: To provide a wheel driving device and a wheelchair capable of immediately recognizing in which direction wheels are rotated when a lever is pivoted. SOLUTION: The wheel driving device has the lever 12 to be pivoted relative to the wheels, and a power transmitting mechanism 40 disposed between the lever 12 and the wheels when the wheel driving device is used for a movable body. The power transmitting mechanism 40 can take a first mode in which the rotation force is applied to the wheels when the lever 12 is pivoted in a direction X while the wheels spin free in a direction Y, or a second mode in which the rotation force is applied to the wheels when the lever 12 is pivoted in the direction Y while the wheels spin free in the direction X.
