PROBLEM TO BE SOLVED: To transmit plural kinds of requests by one kind of telegram. SOLUTION: Disclosed is a telegram transmission device 10 which has a transmission means 14 transmitting one kind of telegram and transmits plural kinds of requests to equipment on the other end of the line using the one kind of telegram to be transmitted by the transmission means 14. The telegram transmission device includes: a transmission pattern information storage means 12 of storing transmission pattern information showing the transmission pattern of the one kind of telegram corresponding to each of plural kinds of requests; a request detecting means 11a1 of detecting a request to be transmitted among the plural kinds of requests; and a transmission control means 11a2 of controlling the transmission means 14 to transmit the one kind of telegram with the transmission pattern shown by the transmission pattern information corresponding to the request detected by the request detecting means.
