PROBLEM TO BE SOLVED: To utilize a merit of load distribution by P2P without spoiling the merit of content management for such as personal authentication and an effective term performed by the existing web server or a streaming server. SOLUTION: A proxy transfers a request to an index server when the request is determined as an object to be shared in the P2P, and transfers the request to a content server when the request is not determined as the object to be shared. The index server retrieves an index on the basis of the request, when there is registration of a URL for P2P of a P2P server, redirects the P2P server, and redirects the content server when there is no registration. Then, the content server or the P2P server returns the content to the proxy, when the proxy determines to share the received content, stores the content and a protocol header as cache, and registers the URL for P2P in the index server with time limit.
