PROBLEM TO BE SOLVED: To achieve highly-accurate position locating of a mobile by setting the optimum boundary position by using a simple and inexpensive mechanism. SOLUTION: A series of flow shown in figures (1)-(4) is generated for congestion or signal stop. The figure (1) shows a state wherein a light shielding area is formed by a front vehicle 1000 stopping in a light irradiation area, and the mobile 101 is advancing into the light irradiation area. The figure (2) shows a state wherein the mobile 101 enters the light irradiation area and stops in the light irradiation area. Since a light signal from a light beacon 102 is shielded, the situation may cause wrong detection. The figure (3) shows a state wherein the front vehicle 1000 has started after the stopping state of the front vehicle 1000 and the mobile 101. The figure (4) shows a state wherein the mobile 101 has started following start of the front vehicle 1000.
