PROBLEM TO BE SOLVED: To notify power cutoff of a PON system slave unit to a PON system master unit in a short time, as to a transmission system composed of a PON system and a video system, the PON system slave unit, a video system slave unit, a video system master unit, and the PON system master unit. SOLUTION: Power cutoff information of the PON system slave unit (ONU) 1-1 is notified to the video system slave unit 1-3 through a local area network (LAN) 1-2. This notification is instantly transmitted, and thereby a small amount of capacity is enough for a capacitance which stores charges when the power switch of the PON system slave unit (ONU) 1-1 is turned off. The video system slave unit 1-3 which has received the power cutoff information capsules the power cutoff information in an OAM frame, and transfers it to the video system master unit 16-2. The video system master unit 16-2 capsules the power cutoff information of the PON system slave unit (ONU) in an IP frame, and transfers it to the PON system master unit 16-1 through an IP network.
