PROBLEM TO BE SOLVED: To perform an image comparing with high processing speed and high comparing accuracy. SOLUTION: A feature extraction means 102 converts image data from an image input means 101 to numerical data. A feature storage means 203 stores numerical data together with an index. When a paper surface is rescanned by the image input means 101, and numerical data corresponding to an image described on the paper surface of the numerical data stored in the feature storage means 203 is selected with respect to the numerical data obtained in the feature extraction means 102, a fist comparing means 201 selects, using a part of each of the numerical data obtained by the feature extraction means 102 and the numerical data stored in the feature storage means 203, an index corresponding to the most similar numerical data. A second comparing means 202 selects, using numerical data of the remaining part not used by the first comparing means 201, an index corresponding to the most similar numerical data.
