An adaptive modulation and coding operation apparatus in a broadband wireless communication system and a method thereof are provided to compensate for the CINR(Carrier to Interference & Noise Ratio) in consideration of the variation of the CINR and channel fading. A CINR receiver(710) receives a measured CINR from a terminal. A packet error calculator(720) calculates a packet error of the terminal. An offset applier(730) applies a plus offset or minus offset to the CINR measured according to the result of the packet error calculator. An MSC selector(740) selects the MCS level of the terminal based on the output of the offset applier.
