A seal fin manufacturing device for a turbine and a method thereof are provided to improve utilization ratio of raw materials by processing strip-shaped raw materials into a doughnut shaped ring and manufacturing a seal fin. A seal fin manufacturing device for a turbine comprises: a roll supply part(100) in which a band plate material(101) is reeled in a roll form and is supplied; a knurled part(200) forming knurling pattern on the one end girth of the band plate material supplied from the roll supply part; a process waiting part(300) delaying transfer to the next process while the band plate material processed in the knurled part has fixed length; a banding part(400) banding-processing the band plate material into a doughnut shaped ring having fixed curvature; a cutting part(500) dividing the doughnut shaped ring into a seal fin(104); and a leveling part leveling the seal fin.
