<P>PROBLEM TO BE SOLVED: To reduce a circuit scale by decreasing the number of PLL circuits required for reproducing a clock of a broadcasting scheme. <P>SOLUTION: The retransmission apparatus 20 frequency-divides clock M on a transmission line to be decreased by a factor of integer to generate modulation clock. A remodulation apparatus 30 reproduces the clock M on the transmission line using a clock reproduction section 32 that is one PLL circuit, and generates modulation clocks T', Q using clock frequency-dividing sections 33-1, 33-2 each of which is a circuit (e.g., counter) for dividing frequency by a factor of integer. Furthermore, the retransmission apparatus 20 deletes an invalid hierarchy packet in a transport stream (TS), accelerates an information speed of the TS by summing with the generated modulation clock T', inserts the invalid hierachy packet in accordance with a transmission parameter set in that case, and changes a transmission rate.
