<p><P>PROBLEM TO BE SOLVED: To provide a configuration for collecting information of monitored devices when failing to establish a communication function of a third layer. <P>SOLUTION: When detecting a failure in establishing a communication function of a third layer after establishing a communication function of a second layer, the monitoring device sets control information for requesting information collection in a predetermined area of a first signal used on the communication function of the second layer and sends it out. A monitored device receiving this information collects information about its own state and sets the information collected in the information collection step in a predetermined area of a second signal used on the communication function of the second layer for response thereto.
