A plasma display panel and manufacturing method thereof are provided to reduce the manufacturing cost by easily blacken the surface of the electromagnetic wave shielding layer by using a H2S gas. The scan electrode, and sustain electrodes(180a, 180b) and bus electrodes(180a', 180b') are formed on the front substrate(170). The dielectric(190) is formed on the front substrate. The protective film(195) is formed on the dielectric. The protective film comprises the first layer(195a) and the second layer(195b). The address electrode(120) is formed in the one side of the backside substrate(110). The lower dielectric layer(130) of white is formed in the whole side of the backside substrate. The barrier rib(140) is formed on the lower dielectric layer.
