A hollow shaft slot cutter for a universal joint(2) of a vehicle steering system includes a broach machining shaft(1) inserted into a hollow portion(21) of a hollow shaft of the universal joint and lowered to process a peripheral surface(211) of the hollow portion and a spline groove(22) consisting of semicircular grooves(221) formed in the circumference of the hollow portion at the same time.
