<p><P>PROBLEM TO BE SOLVED: To provide a broadcasting receiver and a display, capable of preventing wasteful scroll operation by preventing a meaningless area from being displayed on a display screen. <P>SOLUTION: When scroll operation is performed, a scroll moving quantity calculation part 1 calculates the scroll moving quantity thereof, and a display area determination part 3 moves, based on data thereof, a window of a size displayable on the display screen from a virtual screen area of a virtual screen memory 2, and cuts and transmits data to a display screen memory 5. The display area determination part 3 monitors data present within the virtual screen area of the virtual screen memory 2, and detects an element, a visual element or the like disposed at the bottom of the virtual screen area to perform scroll control.
