<p><P>PROBLEM TO BE SOLVED: To solve the problem that, when the number of reference frames becomes N times in inter-frame compression processing of a moving image, computational complexity required for the inter-frame compression processing also becomes N times. <P>SOLUTION: A differential between a frame to be processed and a referable frame is obtained. When the results of the differential are smaller than a threshold A, a reference frame candidate is defined and motion prediction processing is performed only upon the reference frame candidate, thereby reducing computational complexity loaded to entire inter-frame compression processing.
