PROBLEM TO BE SOLVED: To facilitate conflict resolution by reporting to a user an application using a resource that the user requests to acquire. SOLUTION: The device includes an activation means 310 which activates an application; a request means 301 for the activated application to request to acquire a resource; a resource detection means 302 which detects a resource conflicting with the requested resource from a conflict table 307; a detection means 303 which detects applications using the detected resource from an information table 308; a selection means 304 which reports, when a conflict factor application is detected, the detected application, and selects an application to which the resource is given; a deprivation means 309 which deprives, when the selected application does not use the resource, the resource from the activated application; an information update means 305 which updates the resource of the selected application and the deprived resource to the information table 308; and a report means 306 which reports updated use resource information to the application concerned.
