PROBLEM TO BE SOLVED: To provide a heat insulating mat for folding plate having excellent rolling forming performance and to provide its manufacturing process and a heat insulating folding plate using the mat. SOLUTION: This heat insulating mat 103 for folding plate has inorganic fibers 11 (glass fibers or the like) and a binding part 211 formed by thermoplastic resin for binding a part of inorganic fibers and is provided with an organic fiber blended inorganic fiber felt 1 including resin fibers 22 for reinforcement formed by thermoplastic resin for reinforcement having higher melting point than that of the thermoplastic resin for binding and a nonwoven fabric 31 made of first resin fibers joined with one face of the felt 1. When the total of mass of the inorganic fibers 11 and the binding part 211 is 100 wt.%, the binding part 211 has 0.5-5 wt.%. When the total of mass of the inorganic fibers 11, the binding part 211, and the resin fibers 22 for reinforcement is 100 wt.%, the resin fiber for reinforcement has 5 wt.% or less. The heat insulating folding plate is provided with the metallic folding plate and the heat insulating mat for folding plate formed by joining one face side or the other face side with the metallic folding plate.
