PROBLEM TO BE SOLVED: To provide a compact and safe device which is suitable for ballast water treatment and kills microorganisms in water. SOLUTION: The device for killing microorganisms in water is an electrolytic cell which can be loaded in the connecting part of piping and where a disk-like or polygonal plate-like anode electrode having a number of through-holes and a disk-like or polygonal plate-like cathode electrode having a number of through-holes are held between insulated packings so as to be orthogonal to the water flow.
