The system has a Peltier element integrated into a heater heat exchanger (7), where a side of the Peltier element is connected to heat-exchange walls of the exchanger and heat exchange takes place with air (KL) which is to be conditioned at the walls. Another side of the Peltier element is attached to a waste fluid circuit (9) that comprises a waste heat exchanger (10) as an external heat exchanger. The heat exchange-walls heat or cool the Peltier element during appropriate electrical polarity. A locking valve (16) for heat exchanger is arranged in a coolant circuit of a vehicle engine (M). An independent claim is also included for a method for operating a heating and/or air conditioning system.
