<P>PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit that can secure a period of accessing a predetermined display system even when the active period of signals relating to the request of accessing the display system varies compared to a normal period. <P>SOLUTION: A CPU control circuit 24 controls a write/read circuit in such a manner that when reading data based on a read request to an LCD panel 30 is not carried out, writing or reading data based on a write request or read request from a CPU 10 is carried out.
