PROBLEM TO BE SOLVED: To provide a heating body capable of preventing a heating element from being ruptured incompletely even if a substrate is ruptured due to runaway in electric conduction and abnormal temperature rise. SOLUTION: The heating body 3 includes the substrate 3a, the heating element 3b energized to generate heat and provided in the longitudinal direction of the substrate on the substrate, and a protective layer 3c covering an opposite-side surface of the heating element to the substrate. The heating element is a carbon-based heating element formed by carbonizing organic substance. The protective layer is composed by blending scale-shaped filler inside heat resistant resin and layering the filler in the thickness direction of the protective layer inside the heat resistant resin.
