PROBLEM TO BE SOLVED: To efficiently measure the resistance value of a transfer member, and to easily and appropriately set a transfer bias to be applied from a bias power supply to the transfer member, in an image forming apparatus where a toner image formed on an image carrier is transferred to a transfer material by applying the transfer bias from the bias power supply to the transfer member. SOLUTION: In the image forming apparatus where the transfer material S is guided in between the image carrier 2 and the transfer member 20, thereafter, the toner image formed on the image carrier is transferred to the transfer material by applying the transfer bias from the bias power supply 23 to the transfer member, the transfer member is disposed movably so as to come in contact with or separate from the image carrier. The image forming apparatus includes resistance measuring means 22 and 24 for measuring the resistance value of the transfer member at the stage before the transfer material comes in contact with the image carrier after moving toward the image carrier.
