<P>PROBLEM TO BE SOLVED: To provide an optical transmitting and receiving apparatus for easily analyzing abnormality/failure. <P>SOLUTION: An optical transmitting and receiving apparatus 1 has a transmitting circuit unit 4 including a light emitting element 2 and a driving circuit 3 therefor, a receiving circuit unit 7 including a light receiving element 5 and an amplification circuit 6 therefor, and a determining unit 8 which determines the abnormality/failure of the transmitting and receiving circuit units 4, 7 from the values of measured data provided from the transmitting and receiving circuit units 4, 7, the determining unit 8 comprising a comparator for comparing the analog value of the measured data acquired from the transmitting and receiving circuit units 4, 7 with an analog reference value for decision, and for outputting a binary digital determination value indicating abnormality/failure or normality.
