PROBLEM TO BE SOLVED: To provide an apparatus and a manufacturing method by which the thickness of a synthetic resin containing a provided adhesive becomes uniform, two sheets of cloth can be laminated with a good positional accuracy, especially which are suitable for manufacturing airbag bodies. SOLUTION: In the laminating apparatus having at least two suction table for sucking and fixing the cloth and a providing means for providing the synthetic resin with adhesiveness to at least one sheet of cloth sucked and fixed on the suction table, the suction table has sucking holes communicating from the surface to the inside of the same, the number of the suction holes are 100/m<SP>2</SP>or more, the intervals between the suction holes are 2 cm or more, the total area of the suction holes is 20% or less of the surface area of a suction surface in which the suction holes are formed, and the diameter of the suction holes is 1 to 5 mm.
