PROBLEM TO BE SOLVED: To provide an air supplying/exhausting device capable of heating and cooling a building, and having excellent cost performance, high energy saving effect as the entire building, and stability as a system. SOLUTION: This air supplying/exhausting device comprises a heat pump water heater utilizing midnight power, a group of plurality of zones are formed as a floor pit P, a heat storage floor pit PZ which has a heat storage member M and in which hot water is circulated, is disposed at the other end of the zone group, and an air supply path is formed in a state of being connected to an indoor region from the heat storage floor pit PZ. In cooling, the outside air is taken through the air supply port, successively passed in the zone group of an underground pit to be cooled by ground heat, further cooled by being brought into contact with the heat storage floor pit P storing the cold exhaust heat in operating the water heater 1, and distributed indoors through the air supply path. In heating, the outside air is taken through the air supply port, successively passed in the zone group of the underground pit to be heated by ground heat, further heated by being brought into contact with the heat storage floor pit PZ storing heat by the warm water in operating the water heater 1, and distributed to the indoor region through the air supply path.
