<p><P>PROBLEM TO BE SOLVED: To provide a cement admixture, even if it uses industrial waste, general waste, soil generated from construction or the like as the raw material, and, even in the case its addition amount to cement is made large, in which the reduction of strength development is reduced, also, the heat of hydration is low, and fluidity is satisfactory. <P>SOLUTION: Disclosed is a cement admixture comprising (A) the pulverized matter of a fired product including 2CaO-SiO<SB>2</SB>and 2CaO-Al<SB>2</SB>O<SB>3</SB>-SiO<SB>2</SB>, and in which, to 100 pts.mass of 2CaO-SiO<SB>2</SB>, the content of 2CaO-Al<SB>2</SB>O<SB>3</SB>-SiO<SB>2</SB>and 4CaO-Al<SB>2</SB>O<SB>3</SB>-Fe<SB>2</SB>O<SB>3</SB>is 10 to 100 pts.mass, and the content of 3CaO-Al<SB>2</SB>O<SB>3</SB>is≤20 pts.mass; and (B) a chlorine-containing material, and the amount of chlorine in the cement admixture is 0.01 to 1.0 mass%, and the Blaine specific surface area of the cement admixture is 2,500 to 10,000 cm<SP>2</SP>/g.
