摘要 PROBLEM TO BE SOLVED: To flexibly use resources based on the IEEE 802.16 standard or the like in an uplink PUSC (partial usage of subchannel) zone of an OFDMA system and to use the resources while evading a logical subchannel in a bad radio wave environment. SOLUTION: A radio frame control apparatus is provided with: a communication data amount monitoring section 12 for monitoring an uplink communication data amount of its own base station; an interference base station using subchannel information database 14 for recording the information of logical subchannels used for an interference base station; and a radio resource assignment section 11 which secures a radio resource for practical communication from radio resources of a good radio wave environment in an uplink radio frame when the uplink communication data amount of its own base station can be stored only by the radio resources in the good radio wave environment based on the information, and assigns unsecured radio resources to pseudo communication.
