PROBLEM TO BE SOLVED: To accurately deduce the state of whether a driver can drive a vehicle, in a normal manner. SOLUTION: The traveling state and the operating state of own vehicle are detected by an accelerator opening sensor 12, a vehicle speed sensor 14, and an inter-vehicle distance measurement part 16. On the basis of the mixing Gauss distribution of the combination of the traveling state and operating state of each of preliminarily searched normal operating state and abnormal operating state, the probability value of the combination of the detected traveling state and operating state is calculated, regarding each of the normal operating state and the abnormal operating state, and likelihood for each of the normal operating state and the abnormal operating state is calculated, by accumulating the calculated probability value about each of the normal operating state and the abnormal operating state by a likelihood calculation part 26. Then, the likelihood for each of the normal operating state and the abnormal operating state calculated by the likelihood calculation part 26 are compared and whether the driver can drive a vehicle in a normal manner is deduced, based on the comparison result by a driver state estimating part 28.
