PROBLEM TO BE SOLVED: To provide a conductive rubber roller useful as a transfer roller, and the like, having low hardness, small surface roughness and small fluctuation amount of the roller resistance value caused by environmental change, and the like. SOLUTION: The principal component of the rubber components in a foamed rubber layer is a polar rubber. Talc is included in the foamed rubber layer by 10 mass parts or more and 60 mass parts or less as a filler with respect to 100 mass parts of the rubber components and by 50 mass% with respect to the total filler in the foamed rubber layer.
