A reference voltage generating circuit is provided to produce the second reference voltage of stable level by offsetting the level variation of the first regular voltage by the PVT variation. The Widlar reference voltage generation part(3) produces the first reference voltage(VREF Widler). A selection signal generation part(5) produces the selection signals(DEC1~DEC4) according to the test mode signal or the fuse signal. A reference voltage generation part(4) produces the second reference voltage(VREF0) by receiving the selection signal and the first reference voltage. The reference voltage generation part comprises a voltage divider, a driving signal generator, a driving part and a distribution voltage controlling part. The voltage divider produces the distribution voltage by distributing the second reference voltage. The driving signal generator produces the driving signal by comparing the distribution voltage with first reference voltage. The driving part operates the second reference voltage in response to the driving signal.
