PROBLEM TO BE SOLVED: To improve a radio communication state between vehicle groups in an inter-vehicle group communication system. SOLUTION: The on-vehicle communication apparatus having a belonging vehicle group ID for identifying a belonging vehicle group and capable of wirelessly transmitting transmission target information to an on-vehicle terminal having belonging vehicle group ID different from its own belonging vehicle group ID is provided with an OFDM transmission part for wirelessly transmitting the transmission target information by an OFDM signal with a guard interval and a transmission target information provision part for providing the transmission target information to a sub-master on-vehicle terminal for wirelessly transmitting the transmission target information by the OFDM signal with the guard interval together with the on-vehicle communication apparatus.
