PROBLEM TO BE SOLVED: To provide a vehicle speed limiting system with which a specific vehicle in a desired state can be decelerated, while readily ensuring safety during deceleration. SOLUTION: The vehicle speed limiting system is provided with a transmitting means provided in a police vehicle to transmit an upper-limit speed control signal for instructing an upper-limit speed to a general vehicle traveling around the police vehicle; a receiving means provided in the general vehicle to receive the upper-limit speed control signal transmitted from the police vehicle, a vehicle speed control means provided in the general vehicle to control a vehicle speed so as not to exceed the upper-limit speed of the received upper-limit speed control signal; and an upper-limit speed setting means provided in the police vehicle to set the value of the upper-limit speed manually.
