A system and an operating method for the restriction of image recording are provided to prevent inflow of security details in a restrict area. An image generating unit(211) produces image by taking a picture of a subject. An iris recognition unit(212) produces iris recognition information of user by recognizing the iris of user. A first communication unit(213) transmits the iris identity produced in the iris recognition unit in the server. A control signal is received from the server and provides to a first control unit(214).
