PROBLEM TO BE SOLVED: To prevent the production of excessive tension in the tape at the start of sticking of a tape. SOLUTION: In the lower part of the path on the descending side of the timing belt 7 driven in a rolling path in the vertical plane, there is formed an oblique descending path 7c which is connected to a vertical descending path 7b in the upper part and descends obliquely toward the inlet of a touch roll 4. A holder 5 holding a lead strip C tipped with a tape B on the rear side is attached to the timing belt 7. The speed of the lead strip C and the feeding speed of the tape B following the lead strip C are brought close to the running speed of the sheet A by stopping the timing belt 7 at the waiting position where the holder 5 reaches the upper part of the vertical descending path 7b, driving the timing belt 7 at the start of adhesion of the tape B and feeding, through an approach run, the lead strip C held by the holder 5 to below the touch roll 4, in order to prevent the production of an excessive tension in the tape B at the start of sticking of the tape B.
