PROBLEM TO BE SOLVED: To provide a moisture measuring device and a method for coping flexibly with fluctuation of the kind, the state and the blending ratio of powder and grain, and measuring a moisture content in a sample highly accurately in a shorter measuring time than hitherto. SOLUTION: This device includes a sample heating part 4 for heating the sample 8 to dry it; a sample weighing part 5 for weighing the sample 8, and outputting a mass value m continuously or intermittently; and a weighing data processing part 9 for calculating the amount of moisture included in the sample 8 or the moisture content, based on the finite number of mass values m in a series of prescribed period output continuously or intermittently. The weighing data processing part 9 predicts the temporal transition of decrease of the mass value m until the sample 8 is completely dried or the temporal transition of a temporal variationΔm of the mass value m by prescribed prediction operation by using the finite number of mass values m in the series of prescribed period, and estimates and calculates the amount of moisture included in the sample 8 or the moisture content before measurement.
