An electronic document management system in which history management and storage induction of an electronic document are possible is provided to grasp whether a history of the electronic document is managed and the electronic document is forged. An image generator(110) generates an error detection code value of a scanned electronic document image. The image generator adds history information and the error detection code value of an electronic document generation time to a tag area of an electronic document. The image generator encodes the tag area. An image editor(120) decodes the encoded tag area. History information and the error detection code value of an editing time point are added so that the image editor performs encoding. An image verifier(140) decodes the tag area by checking the error detection code value. The image verifier verifies whether the error detection code value is identical by checking the error detection code value of the tag area to be verified.
