PROBLEM TO BE SOLVED: To provide a technology for effectively using a computer resource by allowing speed-up of calculation of an optimum design, and allowing the optimum design regardless of a skill level of a user. SOLUTION: A device performance value calculation means performs Monte Carlo simulation to obtain a genuine trial number and a false trial number, and calculates a device performance value from the genuine trial number and the false trial number. A probability value calculation means calculates a probability value wherein the device performance value obtained by performing the Monte Carlo simulation to an i-th design example by the device performance calculation means becomes better than an optimal device performance value obtained by performing the Monte Carlo simulation to an (i-1)-th design example by use of binomial distribution based on the i-th genuine trial number and false trial number. The Monte Carlo simulation by the device performance value calculation means is suspended when the probability value calculated by a decision means and the probability value calculation means is less than a prescribed threshold value, and the Monte Carlo simulation by the device performance value calculation means is carried on when the probability value is the prescribed threshold value or above.
