An optimum menu offering system, an apparatus thereof and a method thereof by using the contents use history of the other terminal user are provided to supply an optimum menu by predicting contents preference based on the usage of the mobile terminal. A contents access information storage unit(210) stores the contents use history of terminals. A menu composition unit(220) receives the terminal user information of the other terminal from the terminal. The menu composition area searches the recommendation contents list corresponding to the terminal user information with reference to the contents use history.
