A heat source and an electrical generating system capable of producing a heating source and electricity from the refuse solidified fuel and a control method thereof are provided to control incineration amount of the refuse solidified fuel per hour and production of electricity according to the trade price of electricity. A heat source and an electrical generating system capable of producing a heating source and electricity from the refuse solidified fuel comprise a combustor(110) generating heat from solidified refuse fuel; a boiler(120) producing a primary heating source from the heat of combustor; a steam turbine(130) which is provided with the primary heating source and produces the electricity and outputs a secondary heating source; a selecting unit(140) outputting the primary heating source or secondary heating source as the produced heating source; and a controller(150) operating in the primary operation state and the secondary operation state.
