A C-shaped steel manufacturing method is provided to facilitate obtaining the length of a flange part in rolling by manufacturing the C-shaped steel through gradually pressing a center area after rolling material in a W-shape. A C-shaped steel manufacturing method comprises: a step heating material to be rolled transferred from a casting utility with passing through a heating furnace; and a step passing the heated material through a plurality of rolling mills. A plurality of rolling mills are composed of first to eighth rolling mills. The first to seventh rolling mills presses the center part of the material and rolls the material to reduce the angle of both sides gradually and forms a web part(2a) in a flat type and has a flange part(2b) at the both side ends at a right angle. The eighth rolling mill uses a universal rolling mill(20).
