The present invention provides an apparatus for transmitting digital stream to a receiver, comprising: a Forward Error Correction FEC encoder for generating data blocks with FEC packets for the digital stream; and a transmitting scheduler for generating a schedule for the apparatus to transmit each of the data blocks to the receiver in burst.
