An apparatus for recording and reproducing optical information and an apparatus for reproducing optical information are provided to improve recording efficiency and reproduction efficiency of optical information by recording the optical information by monitoring to make diffraction efficiency uniform on a real time basis. An apparatus for recording and reproducing optical information comprises: a light generating part(110) proceeding a first light(L1) and a second light(L2) in the same route; a light splitter(130) which divides the first light into a reference light and a signal light and proceeds a part of the second light in the route of the reference light and proceeds the rest second light in the route of the signal light; an angle multiplex part(170) multiplexing the incident angle of the reference light toward the recording medium and the second light progressed in the route of the reference light; a signal light optical system(150) loading data in the signal light and guiding the signal light to cross the signal light with the reference light at the recording medium; and an optical detecting part(190) detecting a first reproduction light and a second reproduction light.
