An address registration and connection maintenance method for interconnection between systems based on dynamic IP addresses and a circuit unit thereof are provided to supply an internet service between users connected to an internet network by using dynamic IP addresses without a specific relay server. A PSTN(Public Switched Telephone Network) circuit unit(10) performs data transmission through a PSTN. A DTMF(Dual-Tone Multi Frequency) transmission unit(11) generates IP address information of a system by a DTMF signal. A DTMF receiver(12) receives a DTMF signal of a counterpart system. A memory unit(13) stores identifying ID and IP address of the counterpart system and ID and IP address of the system. An internet connection circuit unit(14) retransmits system information data including the ID and IP address of the system to the counterpart system by using the IP address information.
