A system and a method of providing a free video call service between systems based on a dynamic IP address are provided to synchronize a dynamic IP address without a specific server, thereby using a free video call service by only a call button simply through a PSTN. The first video terminal(100) transmits video data for a video call and stores assigned ID and dynamic IP(Internet Protocol) address. The first gateway(110) delivers the video data to an internet network. The second gateway(120) receives the video data through the internet network and receives ID and dynamic IP address information of the first video terminal from the first gateway through a PSTN(Public Switched Telephone Network). The second video terminal(130) outputs the video data and stores the ID and IP address of the first video terminal. An ISP(Internet Service Provider) server(140) gives the dynamic IP address to the first and second video terminals.
