An ionic wind generating apparatus is provided to gain enough air volume without generating ozone, and to reduce exchange cost by preventing consumption of ionization electrode or contamination of opposed electrodes. An ionic wind generating apparatus make Corona discharge between a discharge electrode(1) and an opposed electrode(2). The ionic wind generating apparatus includes at least one of the discharge electrode and the opposed electrode having an electric conductor. A sheet material is made of an insulating material of a fire retardant noncombustible material. The discharge electrode and the opposed electrode transplant conductive fiber. A ceramic heater is installed at the discharge electrode to heat the discharge electrode directly.
