A steel grating bar manufacturing apparatus and method using a cold rolling device are provided to prevent water pollution due to water-cooling whereby it isn't necessary to cool a heated steel grating bar. A steel grating bar manufacturing apparatus using a cold rolling device comprises a first correction device(20) which cuts a material formed in the shaped of a coil(10) into the fixed length and bending it into a half-moon shape, a second correction device(30) correcting the material passing through the first correction device into a plate shape, a molding compressor(40) compressing the plate-shaped material in the form of I-bar, concavo-convex bar, or concavo-convex I-bar, a first processing device(50) which smoothes the concavo-convex part of the bar-shaped material passing through the molding compressor, a second processing device(60) which smoothes the top and bottom surfaces of the material passing through the first processing device, a third correction device(70) which smoothes the front side of the material passing through the second processing device, a cutting length measurement device(80) measuring and indicating the cutting length of the material passing through the third correction device, a moving cutter(90) which advances the material passing through the cutting length measurement device and cuts into the indicated length, and a table roller(100) which welds the material passing through the moving cutter while transferring it.
