A scale eliminating apparatus is provided to increase impact pressure of powder having high gravity, which is jetted onto the surface of a slab, while decreasing a reduction in the temperature of the slab to improve scale eliminating capability. A scale eliminating apparatus removes scale generated on a slab(8) fabricated in continuous casting of dry casting and hot direct rolling processes. The scale eliminating apparatus includes a high-pressure powder chamber, an upper base(21), a lower base(22), a manifold, a jet nozzle(12), a regulating cylinder(24) and a driving roll(23). The high-pressure powder chamber stores and supplies powder having high gravity. The upper base and the lower base are located above and under the slab. The manifold is attached to the upper base and the lower base and moves the powder and compressed air. The jet nozzle jets the powder onto the top and bottom surfaces of the slab. The regulating cylinder vertically moves the jet nozzle. The driving roll moves the slab. The jet nozzle is vertically moved according to powder jetting pressure.
