A notch-forming device of a press roller is provided to secure the normal operation of a press roller, to shorten the time required for forming a frictional force generation portion and to improve workability by replacing a frictional force generation portion for supplying frictional force between a roller and a rolling material with notches formed on the entire surface of a press roller. A notch-forming device of a press roller comprises a rotation driving portion(12) installed to a tool post(10) of a lathe, a rotary shaft(14) supplied with power from the rotation driving portion, and a cutting tool portion(16) provided with a bit(16a) installed to the rotary shaft, wherein a roller(20) is mounted between a headstock(18) and a tail stock(18') to form notches(20a) throughout the entire circumference of the surface of the roller by the operation of the cutting tool portion.
